Odierno consulted with Obama tangentially and believes that had we stayed in Iraq with stronger troop numbers, ISIS wouldn’t have been allowed to exist. Now that we’ve pulled out, it’s created a climate of terror and uncertainty in the region, allowing for evil groups like the Islamic State to take power.
